MOVZXandHinata 0152af1336 [Mini-VLLM] Remove upstream CI, docs, and lint surfaces ...

- Delete .buildkite: fork runs no Buildkite pipelines
- Delete mkdocs.yaml, .readthedocs.yaml: docs/ is gone
- Delete rust-toolchain.toml: Rust frontend is gone
- Delete .pre-commit-config.yaml: all hooks call deleted tools/pre_commit
- Delete .dockerignore: docker/ is gone
- Drop three tests importing deleted quark and mooncake modules
